Under “One Country, Two Systems”, Hong Kong is running a political system different from China, but similar to Western style democracies with similar ideology, elections and party politics. Hong Kong political parties have struggled to develop and establish since 1980s and Party politics began to flourish after the 1991 Legislative Council (LegCo) election.   To increase the legitimacy and effectiveness of government’s governance, check and balance is essential. Political parties are one of the informal channels for people to express their opinions and for the government to respond to the demands of different social groups.

A political party is usually formed for the purpose of winning government power, by electoral or other mean by their joint endeavors the national interest upon some particular principle in which they are all agreed.   They may be based on ethnic, religious or regional identifications or differing ideologies. Max Weber defines political party as: “a voluntary organization of propaganda and agitation, seeking to acquire power in order to realize objectives, aims or personal advantages or both”.   A democracy needs strong and sustainable political parties with the capacity to represent citizens and provide policy choices.   Political parties are commonly described to perform the functions of representation, elite recruitment, goal formulation, interest articulation and aggregation, socialization and mobilization and organization of government.

In Hong Kong, under the restriction of the Basic Law, political parties unlike the Western style democracies, cannot be the ruling parties. A political party may win more votes from citizens and get more seats in the legislative council than other parties.
