The most awaited Forth Annual State of the Nation Address of his Excellency, President Benigno “PNoy” S. Aquino III, was again delivered as mandated by the Constitution last Monday, July 22, 2013 with a theme “Sa Gitna ng Daang Matuwid” in Batasang Pambansa Complex, Quezon City.
The joint session of the Senate of the Philippines and the House of Representatives started with the singing of the National Anthem and a short prayer. The SONA lasted for almost two hours which started at exactly 4:03 in the afternoon and ended 5:48pm. The longest SONA he had given so far which marks his third year in presidency. He earned eighty eight (88) rounds of applause from Senators, Congressmen, government officials, media personnel and other dignitaries.
Mr. President gave a very comprehensive speech covering a lot of areas that highlighted the accomplishments of the different departments of the government, the results of his promise during the SONA 2012 and frank criticisms and disappointments against corrupt public servants and unconcerned government agencies. He also acknowledged during the first part of the speech, the Team PNoy who dominated the last May 2013 Senatorial Elections.
He made mention the Conditional Cash Transfer (CCT) program. It is which the government will now cover not only elementary pupils but also high school students starting year 2014.
The plan for rice sufficiency and coconut intercropping that he wanted for the support of the farmers and assures that this will boost the growth of agriculture in the country.
The flooding problem of many places in Metro Manila and even provinces was solved through the help of Department of Science and Technology Project NOAH (Nationwide Operation Assessment of Hazards) by mapping the flood prone zone.
