Terms of Reference (TOR) – Project Evaluation
‘Community-based Mental Health Care Program, District Peshawar’
Friends of the Mind – Pakistan (FOM) with support of Friends of the Mind – Norway (FOMN), Norad - Norway and local community is implementing community-based mental health care program (CMHCP) from January 2012 to December 2014 in district Peshawar of Khyber Pukhtunkhwa Province. The intervention aimed at improving the mental health and psycho-social condition of needy and resource-less population with mental health problems in a decentralized and non-discriminative way. The program operates multiple components at grass root level which includes function and operation of community-based mental health care center; awareness and mobilization; outpatient counseling and treatment; community-based rehabilitation with psychotic patients; psychosocial skills enhancement of target groups i.e. women, youth & adolescents; and referral mechanism.
Purpose and objectives of the evaluation:
The purposes are to assess the performance of the project and draw lessons from evaluator’s findings and conclusions. The specific objectives of the evaluation are to:
i) Assess the relevance, effectiveness, efficiency, impact and sustainability of the project based on the project plan 2012 - 2014, the defined goals, outcomes and result indicators. Analyze and describe to what extent the outcomes and result has been achieved;
ii) Formulate concrete recommendations on an overall assessment of the project and on lessons learned to inform future planning.
The evaluation will provide quantitative and qualitative data through the following methods:
➢ Desk review of relevant project documentation including work-plans, project reports, event reports, case studies and client’s record.
➢ Focus Group discussions with project beneficiaries and project team.
